Biographical Sketch

Carl E. Fossa Jr. is currently serving as a Major in the United States Army Signal Corps. After receiving the Ph.D. degree in Electrical Engineering from Virginia Polytechnic Institute and State University (Virginia Tech) in May 2002, he was assigned to be an Assistant Professor in the Department of Electrical Engineering and Computer Science, United States Military Academy, West Point, NY. Major Fossa received a B.S. degree in Electrical Engineering from the United States Military Academy in 1987 and an M.S. degree in Electrical Engineering from the Air Force Institute of Technology in 1998. His current research interests include quality of service, integrating voice and data networks, mobile communications networks, and network simulation

His Ph.D. dissertation was on "Dynamic Code Sharing Algorithms for IP Quality of Service in Wideband CDMA 3G Wireless Networks" (available online).
